Compliance and Awaab's Law

Who does Awaab's Law apply to at the moment?

It applies to social landlords in England, such as housing associations and councils, and has done since 27 October 2025. The first phase covers emergency hazards and significant damp and mould hazards. Private landlords are not yet covered, although the Renters' Rights Act 2025 allows the government to extend it to them.

What deadlines do social landlords have to meet?

Emergency hazards must be investigated and made safe within 24 hours. Significant hazards must be investigated within 10 working days of the landlord becoming aware. The tenant must receive a written summary within 3 working days of the investigation concluding, and relevant safety work must be completed within 5 working days of the investigation. If that is not possible, suitable alternative accommodation must be offered.

When will private landlords have to follow the same rules?

No start date has been set. The government has said it will consult on the details, including timescales, and current guidance points to 2027 at the earliest. In the meantime, private landlords already have duties under the Housing Health and Safety Rating System and the Homes (Fitness for Human Habitation) Act 2018.

What can happen to a private landlord who ignores damp and mould today?

A council can assess the property under the Housing Health and Safety Rating System, where damp and mould growth is one of 29 hazards, and can serve an improvement notice requiring work. Separately, the tenant can take the landlord to court under the Homes (Fitness for Human Habitation) Act 2018 if the home is unfit to live in.

How does your work help with compliance?

We help you show what you did and when. Each job produces a dated report with before and after photographs, moisture readings, the likely cause, a record of works and recommendations. That gives you evidence of a prompt, cause-based response if a council officer, an ombudsman or a court asks for it.

Surveys and reports

What happens during a damp and mould survey?

A technician looks at the affected rooms and the building around them. They take moisture readings, check extract fans and trickle vents, look for cold spots, leaks and external defects, and photograph what they find. You then receive a written explanation of the likely cause and a fixed quote for any work needed.

Can I order a report without booking remediation?

Yes. Some clients need an independent record of a property's condition, for example before re-letting, during a dispute or for an asset review. Our compliance reports set out photographs, readings, the likely cause and recommendations, so you can decide on next steps or brief another trade.

Will the report say whose responsibility the mould is?

The report sets out the evidence and the likely cause, and lists recommendations for the owner and for the occupant separately. It does not make a legal finding about liability, but it gives you a factual basis for that conversation instead of opinion on either side.

How soon after the visit do I receive the paperwork?

After the survey you receive a written quote and an explanation of the cause. Once remediation is finished, the full report follows with dated before and after photographs. If you are working to a specific deadline, such as an Awaab's Law timescale, tell us at booking so we can plan around it.

Working with tenants and access

Will you contact the tenant to book the visit?

Yes, if you want us to. Send the tenant's name and contact details with your instruction and we arrange a suitable time with them directly. You are copied in on each step, so you always know when we are attending and what was agreed.

What if the tenant will not give access?

We record each attempt to arrange access, including the date, method and response, and share that record with you. A documented history of reasonable access requests is useful if the case is later reviewed. We will also work with you or your agent on alternative times.

Does the tenant need to move out during treatment?

In most cases, no. We contain the work area so the rest of the home can be used, and we explain beforehand what will happen on the day. Where an occupant is particularly vulnerable or a large area is affected, we will discuss the arrangements with you before work starts.

How do you explain condensation to tenants without causing friction?

We stick to what the readings and inspection show. If daily habits play a part, we explain why in practical terms and pair that with the building fixes the owner is making. Occupant guidance is written separately in the report so it reads as advice rather than blame.

Pricing, quotes and contracts

How much does remediation cost?

Remediation starts from £550. The final price depends on how much area is affected, what material has to be removed and access to the work area. After the survey you receive a fixed written quote, and the price you approve is the price you pay, with no hidden extras.

Can you price several properties together?

Yes. If you manage a portfolio, a block or a list of void units, we can survey them in one round and quote them together. Portfolio and contract rates are available for agents, block managers, housing providers and landlords with several properties.

What is included in a maintenance contract?

A maintenance contract gives you planned visits to properties you choose and priority booking when a new report comes in. It suits agents and block managers who deal with repeat damp complaints and want consistent reports across their stock without arranging each job from scratch.

Do you work in occupied commercial premises?

Yes. Offices, shops, restaurants and gyms can be treated with early starts or weekend work on request, so trading is disrupted as little as possible. Containment keeps the work area separate from staff and customers. We agree the schedule and the containment arrangements with you before work begins.

Is the treatment guaranteed?

Treated areas carry a written guarantee once the fixes we recommend have been completed, for example repairing a leak or improving ventilation. The guarantee terms are set out in the report so everyone involved knows what is covered and what needs to happen first.

Homeowners

Do you work for homeowners as well as landlords?

Yes. Homeowners receive the same survey, the same eight-stage method and the same fixed written pricing as our business clients. You also receive a dated report, which can be useful if you later sell the property or need to show a buyer what was done.

Can I clean mould off myself instead?

Wiping small spots can improve the look of a surface for a while, but it does not deal with the moisture that caused them, and growth often returns. If mould keeps coming back or covers more than a small area, it is worth having the cause investigated before spending on redecorating.

Which areas do you cover?

We cover all of Greater London and the surrounding areas of Essex, Hertfordshire and Kent. Send us the postcode if you are unsure. Same-day and next-day appointments are often available, depending on location and demand.

We had a particularly challenging repair project for WBLAM to handle, and they were excellent throughout. Dimitri worked exceptionally hard, remained flexible, and was always helpful with any requests we had. The same can be said for every member of the team we dealt with. I would highly recommend them.
